(All documents can be received from and should be delivered to your school secretary.) Temporary Quarters Subsistence Allowance (TQSA): Upon arrival at your new duty station, you are authorized up to 90 days of TQSA. If necessary, you may request an extension of up to 60 days. Your written request should be forwarded to the Japan District Personnel Office. This also should be submitted via DAPS. Living Quarters Allowance (LQA) at Japan District: You must submit SF 1190 through the DAPS system to start LQA and Post Allowance when you move from temporary quarters to a permanent residence. The District Personnel Office or your school secretary will assist you in using DAPS. *You are able to get information on overseas allowances such as TQSA Per Diem rates, LQA maximum rates, & requirement forms from the DoDEA website. Advance Pay: A current Federal employee may request advance pay of up to three months basic pay within 60 days after your arrival at your new duty station. The CSR will need your SF 1190, a copy of your orders, and your latest Leave and Earnings Statement (LES). For more information on advance pay, see your school secretary or contact the Customer Service Representative. If you received advance pay prior to departure from your old duty station, you must provide advance pay information to the Japan District CSR. Effective Date of Transfer/ Pay.Remember: The effective date of your reassignment will be the departure date from your old duty station or the departure date from the USA if on RAT, whichever is later. Please notify us of your departure date so that your pay can be continued without interruption. Pay. The Defense Finance and Accounting Service (DFAS) will continue to be your servicing payroll office. Please contact your school secretary or the Japan District Personnel Office CSR if there is any problem. (Hector Reyes-Ramos in Okinawa, DSN 644-5862) Direct Deposit. Please complete an SF-1199A, Direct Deposit Sign-up Form and give it to your school secretary. If you have allotments, be sure to include this information. W-4. Turn in form W-4 for Federal income tax withholding to your school secretary. TSP Loan. If you have a TSP Loan, you must provide the information to the District Customer Service Representative. Non-Temporary Storage (NTS). If you have HHGs in NTS, please provide your storage information to your secretary or the District Personnel Office so we can forward it to the Personnel Management Team in Arlington to update your NTS record. The NTS form can be obtained from your (departing duty station) school secretary. If you have made new storage of HHGs, you will be required to provide us DD 1164 Form or DD 1299 Form to initiate your NTS record. Mailing Address. The Customer Service Representative in Okinawa will need your new mailing address for delivery of your Leave and Earnings Statement and your TSP account information. Leave and Earnings Statement (LES): When you receive your first LES in the Japan District, check it to make sure it is correct. For example, if you have life insurance (FEGLI), health benefits (FEHB), advance pay, & TSP allocating contributions or loan, make sure the proper deductions are being taken. Information for Spouses: If your spouse is also working for the Federal Government and wants to take LWOP to accompany you to new duty station, your spouse can request LWOP for up to one year. Your school secretary or losing Personnel Office can assist on how to apply for LWOP, or have your spouse contact the local CPAC if he/she is working at another government agency. On arrival at new duty station, your spouse may apply for positions under local available announcements. However, if your spouse is a DoDDS teacher, spouse must submit an application through Employment Application System (EAS). If you have questions or need assistance before leaving, contact your school secretary or the Personnel Field Office at your DSO. After arrival at your new duty station, your point of contact is the school secretary or the Personnel Office for the Japan District. Have a nice trip and we are looking forward to serve you!
